As the HR Manager, you will provide strategic leadership and direction for district human resources operations, provide critical advice and play a key role in building partnerships with VDOT leaders at all levels of the organization on a broad range of complex and sensitive human resources issues and support district operations in achieving local performance measures and objectives that support statewide goals. You will be responsible for planning, coordinating, communicating and implementing the delivery of HR programs with internal and external customers.
This opportunity is based in the Northern Virginia District, which is located in the northeastern corner of Virginia just outside of the nation’s capital. The Northern Virginia District comprises the three most populous counties in the state: Fairfax, Loudoun, Prince William, as well as the sixth most populous Arlington. While Northern Virginia covers about four percent of the state’s land area, it is home to about a quarter of the state’s population at more than two million. In addition to many parklands and recreation areas, Northern Virginia also has some of the highest concentrations of office and retail space in the country. Its proximity to Washington, D.C. allows access to numerous museums and professional sporting events, and extends west to farms, breweries, wineries and agrotourism.
As a member of the Human Resources team, you will contribute to the growth of a successful and dynamic District by managing a team of HR professionals engaged in a variety of activities in support of approximately 770 full-time and another 90 part-time employees. Operational oversight responsibilities include management consultation and policy guidance on a wide range of topics, talent acquisition, performance management, compensation management, benefits administration, workforce development, and employee relations. Upon learning the business of VDOT and understanding the needs of your customers, the selected candidate will quickly assume responsibility for these operations and develop partnerships with other District HR Managers in support of emerging technological, program and process improvements and supporting efforts that drive change and increased effectiveness for the Northern Virginia District.
Minimum Qualifications
• Experience implementing organizational change initiatives.
• Experience in supervising professional and administrative human resources staff.
• Extensive knowledge of principles and practices of HR program administration.
• Ability to work with management, teams and employees at all levels with an organization.
• Skill in administering comprehensive HR programs to include talent acquisition, total rewards, workforce development and succession planning, employee relations and performance management.
• Extensive knowledge of state, federal HR laws, regulations, policies and procedures.
• Experience in providing strategic leadership to management.
• Skill in analyzing complex business issues and challenges and developing solutions.
Additional Considerations
• SPHR, CCP, program or project management certification desired.
• Experience working in a large-scale organization with a diverse workforce.
• Skill in using an automated human resources information system.
• A combination of training, experience, or education in Human Resources, Organizational Development or related field desired.
• Experience working in a matrix reporting environment.
• Prior experience administering a comprehensive human resources management program or a combination of functional areas.
• Experience performing strategic management over multiple HR program areas.
