VDOT’s Alternative Project Delivery Division is seeking an Engineer Senior APD to join our team. This position provides an extraordinary opportunity to be involved in a fast-growing Industry of Design-Build Project Delivery by participating in a VDOT’s nationally recognized Design-Build program delivering large complex transportation (highways and bridges) infrastructure projects. The selected candidate will lead the efforts related to Design-Build project delivery for complex transportation projects. This position also provides contractual support for the administration of Design-Build projects after the projects are awarded and under construction and provides assistance in developing, implementing and monitoring policies, procedures, guidance and practices for Alternative Project Delivery consistent with state and federal procurement laws.
In addition, the selected candidate will be responsible for:
• Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
• Contract Development and Administration: Maintain effective communication among team. Provide timely and accurate guidance to other Divisions and Districts regarding contract development in accordance with policies, procedures and procurement laws. Facilitate resolution of issues in a timely manner. Deliver procurements of projects on time by monitoring and making timely changes to the procurement schedule.
• Project Controls: Responsible for developing scope, schedule and cost estimate by coordinating with Division and District staff. Lead solicitation, procurement and assist with contract negotiations for complex projects. Perform risk assessments and recommend or prioritize projects for the appropriate project delivery methods.
• Policies and Procedures: Provide significant input and assist in developing policies, procedures, practices and guidance for the Alternative Project Delivery program.
• Project Management and Documentation: Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures.
• Process Improvements: Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations.
• Project Team Participation: Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technically accurate and effectively disseminated. Review and resolve challenges to enhance team performance.
• Project Identification: Assist in Identifying and recommending projects for alternative project delivery.
• Communications: Communicate effectively with internal and external stakeholders such as Divisions, Districts, local government, elected officials, citizen groups, and FHWA. Work closely with District and Division staff to build and maintain positive relationship for successful project delivery.
Minimum Qualifications
• Able to communicate effectively both written and orally to technical and non-technical audiences.
• Skill in the use of computers and web-based applications to include automated financial software programs.
• Ability to make critical decisions, set priorities, and manage conflict, with the ability to read situations quickly, settle disputes equitably and find common ground.
• Experience with governmental procurement process.
• Degree in Civil Engineering or related field.
• Valid Professional Engineer's license.
• Experience evaluating project delivery proposals using civil engineering principles and standards.
• Experience applying civil engineering principles and practices, contract negotiations and administration.
• Experience in project management and negotiations.
Additional Considerations
• Familiarity and/or experience with transportation project development process.
• Familiarity and/or experience with procurement of Design-Build transportation projects.
• Experience in delivering Design-Build projects including responding to solicitation, managing evaluation process, and participating in design or construction of transportation projects.
• Certified Design-Build Institute of America (DBIA) Professional.
• Proven work experience with software applications such as Microsoft Office Suite and SharePoint, Bentley ProjectWise, Autodesk PlanGrid, Bluebeam Revu and/or Adobe Acrobat.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
