Our Materials Division is seeking an Engineer Specialist Supervisor Materials to join our team. They will perform full range of supervisory duties to include counseling, evaluating hiring, and training employees. The selected candidate will also effectively manage assigned projects to ensure timely and accurate completion. Additionally, they will communicate the organizational mission, values and goals; and keep employees and other managers informed.
The selected candidate will be responsible for
• Records Maintenance: Compile and maintain automated and written reports and project records for materials sampling and testing conducted in production plants, on project sites, and in the laboratory based on the retention policy and the FHWA policy.
• Engineering Technology Solutions: Provide engineering technology solutions to complex or unusual cases and projects.
• Supervise and Train Technicians: Supervise and train technicians in performing duties for their assigned program area. Ensure technicians are capable of performing assigned activities. Supervise professional engineering and technical staff in the performance of engineering duties
• Time Management: Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed.
• Equipment Maintenance: Maintain minor and major equipment inventories. Coordinate routine maintenance and repairs on testing equipment. Budget and order equipment and laboratory supplies. Ensure appropriate guidelines for equipment storage, use, and transportation.
• Laboratory Testing: Supervise laboratory testing on materials samples collected from plants and project sites. Review documented test results. Compare with specifications and advise of substandard performance results. Conduct laboratory testing. Ensure equipment calibration, lab personnel training, and AASHTO lab accreditation for hot mix asphalt, emulsions and PG binder.
• VDOT Representative: Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.
• Other Duties as Assigned: Perform additional tasks as directed by supervisor, to the required level of accuracy and quality.
• Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Conduct safety inspections reports on the laboratories and safety equipment. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.
Minimum Qualifications
• Considerable knowledge of quality control, quality assurance concepts and practices.
• Experience in highway construction, maintenance materials, materials sampling and testing procedures, statistics analysis methods and AASHTO and AMRL laboratory accreditation requirements.
• Valid driver's license.
• Ability to perform mathematical calculations and apply statistical concepts in sampling and testing of materials.
• Considerable knowledge of plant and field quality assurance sampling and testing methods, frequencies, and procedures.
• Ability to work in the area of low-level ionizing radiation.
• Experience applying supervisory principles and practices to include performance management and discipline.
• Ability to interpret and apply rules, regulations, test methods, and specifications.
• Skill in the use of computers, software applications and smart phones, including spreadsheets and web-based applications.
• Knowledge of AASHTO laboratory accreditation requirements.
• Ability to obtain required certifications within 12 months of employment
• Ability to work independently and in teams, including industry and management
Additional Considerations
• Current possession of required materials certifications.
• A combination of training, experience, or education in Civil Engineering Technology or related field desired.
• Prior experience supervising technician level staff.
• Skill in interpreting plans, drawings, manuals, test methods, and specifications.
• Knowledge of materials quality control and quality assurance practices.
• Several years' experience in materials testing, construction, maintenance or a related field desired

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
