Job Duties


The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking IMO Monitors at its Interstate Management Office. This advertisement is for the Southside, primarily daytime working hours located at 1992 S. Military Hwy, Chesapeake, VA 23320. As the IMO Monitor, you will provide daily oversight over contractor performing maintenance activities on interstates and major primaries to include all facilities and assets. Monitor work to ensure compliance with specified contract requirements. Assist Residency or District with contractor compliance reports and planned work activities.

Contractor Oversight and Performance

Oversight of contractor activities supporting the district's contract administration responsibilities. Conduct field reviews assessing general asset conditions, status of work in progress and final review of completed work. Communicate with the contractor, VDOT staff or others regarding work status, unusual events or technical assistance. Review and approve incident management plans and public information plans with the district and Central Office. Monitor contractor work performance ensuring compliance with contract requirements and contractor performance during significant events (snow, ice, hurricanes, floods, mud and rock slides, etc.). Conduct monthly meetings with the contractor reviewing performance issues and requesting contractor responses.

Work Plan and Documentation

Review contractor work plans, provide guidance, or encourage contractor to adjust work plan to meet maintenance needs. Provide reports on major work activities and advise on issues related to work plan. Compile diaries and photographs to document contractors work, adherence to timeliness requirements, quality of work and safety of workers and traveling public. Coordinate public information inquiries and announcements with Public Affairs.

Communications

Communicate with contractors to discuss contract questions, resolve conflicts and to review and respond to citizen concerns and complaints regarding contract related issues. Review safety issues and communicate to contractor.

Quality Assurance and Control

Provide contract quality assurance by evaluating contracted work and operations to ensure work meets standards set forth in contract and VDOT specifications, standard, manuals and plans. Prepare reports on quality of work accomplished and monitor contractor achievements for performance requirements. Notify contractor, district and central office staff of work requiring remediation. Ensure remediation work is completed.

Interstate Quality Assurance and Control

Provide maintenance contract quality assurance by evaluating contracted maintenance work and operations management to ensure work meets standards set forth in contract and VDOT Road and Bridge specifications, standards, plans, materials testing, environmental, traffic and work zone safety and other VDOT documents.

Contract Monitoring

Monitor contracts and provide guidance and direction to field workers. Review and verify completed contract work. Address and document contractor performance issues and notify manager. Review requirements and interpret and identify contract specifications. Perform contract monitoring, field inspections and audit of operations based on performance data. Monitor compliance with established standard operating procedures.

Incident Management

Serve as liaison between VDOT and contractor in monitoring emergency operations throughout assigned area. Ensure emergency operations plan is implemented by reviewing actions such as incident management, winter maintenance, snow removal and other preparedness activities.


Minimum Qualifications


• Ability to obtain and maintain required certifications.

• Demonstrated ability to communicate effectively with diverse audiences and conduct meetings.

• Ability to evaluate the work of others.

• Knowledge of highway maintenance, construction equipment, materials and methods.

• General knowledge of VDOT's Road and Bridge Standards and Specifications, roadway maintenance and construction practices and policies, and OSHA and environmental regulations and laws.

• Ability to plan, monitor and evaluate contractual personnel activities.

• Ability to gather, analyze data and maintain accurate records.

• Experience in interpreting policies and procedures.


Additional Considerations


• Erosion and Sediment Control certification.

• Pavement markings and guardrail installation certification.

• Experience in highway maintenance and construction activities, as well as contract development and administration.

• Intermediate Work Zone Traffic Control Safety

• VDOT or MARTCP certifications in asphalt field.

• Experience in developing contract specifications and engineering estimates.

• ACI concrete field and soils and aggregated fields certification.

• CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course

• Experience in an operations maintenance environment and experience working with contracts for traffic control devices, TOC Operations, safety service patrol and contract administration.
