Job Duties


The Virginia Department of Transportation’s (VDOT) is excited to offer and announce a competitive opportunity to serve as a Senior Procurement Manager in our Central Office Administrative Services Division! The base location for this position will be in downtown Richmond, Virginia.

This advanced level procurement professional will plan, organize, lead and monitor procurement operations. Organize and manage procurement program. Provide leadership and ensure Human Resources (HR) and Equal Opportunity (EO) programs and activities are implemented.

This challenging and rewarding position’s specific responsibilities and duties will include but are not limited to:



  • Provides procurement and contracting services to the assigned locations. Provides leadership in the development of eProcurement initiatives for the procurement staff. Recommends operating procedures, long-range goals, and objectives for the procurement and contracting program, while ensuring compliance with state laws, regulations, and department policy. Provides performance reports to management.



  • Develops and coordinates the dissemination of contract administration policies, procedures, and techniques to all users. Analyzes feedback on all contracts and contract administration policies, procedures and techniques and effects change. Initiate and process cure and default proceeding in accordance with policies and procedures.



  • Ensures that proper procurement procedures and controls are in place and measurers the effectiveness of policies and procedures in meeting business goals and customer needs. Ensures training needs as they occur.
    Provide quality service and support to all Internal and external customers of ensuring that acknowledgement of all requests is made within 24 hours of each request.



  • Advises and instructs managers within assigned location on procurement issues including dispute avoidance and resolution. Holds information meetings with managers to promote understanding of the importance of providing superior contract administration of all contracts.




  • Procurement and Contracting Services – Provide procurement and contracting services to VDOT’s districts and divisions. Develop and establish operating procedures, long range goals and objectives for VDOT’s procurement and contracting program. Advise and instruct Procurement Managers and Contract Officers on procurement issues. Consult with the Office of the Attorney General and collaborate to provide advice on dispute avoidance and resolution.




  • Interpretation of Policies and Procedures – Ensure proper procurement procedures and controls are in place and measure effectiveness of policies and procedures in meeting business goals and customer needs.




  • Audit – Review audits from Internal Audit (IA), Auditor of Public Accounts (APA), Procurement Review and Training (PRT) and Department of General Services (DGS) and prepare responses.




  • Performance goals and service levels – Lead teams to meet established performance goals and provide excellent customer service. Develop, implement and monitor performance results for competitive bids, competitive negotiations, and sole source procurements. Support teams through timely review of and guidance on procurement documents. Identify and implement improvement strategies to increase efficiency and effectiveness in procurement operations.

Minimum Qualifications



  • Experience applying principles and practices of governmental purchasing as well as federal, state and local government procurement laws and practices.


  • Experience applying general management principles and practices to include human resources.


  • Ability to plan, organize and coordinate the work of supervisory, professional, and technical personnel.


  • Ability to analyze problems and recommend alternative solutions.


  • Ability to handle complaints, settle disputes, and resolve grievances and conflicts.


  • Ability to communicate effectively orally and in writing with internal and external customers.


  • Skill in strategic planning and customer satisfaction through continuous improvement.


  • Skill in the use of computers and software programs.


  • Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (CPM) or Virginia Contracting Officer (VCO).


Additional Considerations



  • Progressive experience as a buyer and manager in a large complex procurement office.


  • A combination of training, experience or education in business, public administration, or related field desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
