Job Duties


The Virginia Department of Transportation Right of Way (ROW) Division is seeking to fill the Special Projects Coordinator position in the Northeast Region to assist with the management and oversight of Locality projects to ensure that the right of way and utilities portion of projects adhere to Federal and State laws and provide the quality, timeliness and budget considerations needed for Locality right of way and utilities projects.



The selected candidate will:



  • Collaborate with the localities as a resource and provide guidance to the locality on acquiring right of way. 

  • As a team member this position will coordinate preliminary engineering and the development of estimates; provide leadership, technical direction and assistance as needed.

  • The incumbent will provide oversight and review on the Right of Way Discipline of Projects, with a focus on Locally Administered Projects, and supporting management, in the monitoring of Public Private Partnership (PPTA), Design Build, and Consultant Contracted projects as needed.

  • Ensure the integrity of project information in systems and analyze and compile information in response to inquiries from the local, state, and federal government and the public.

  • Ensure entries are entered in the RUMS for each discipline.



Minimum Qualifications



  • Knowledge of administrative, managerial and leadership principles and practices; of project development processes; and of consultant management and procurement.


  • Knowledge of right of way and utilities functions, real estate principles and practices, and acquisition law (statutes 25.1 and 33.2).

  • Knowledge of engineering as it relates to highway construction, reading and interpreting plans, coordination of preliminary engineering and the development of estimates.


  • Knowledge of road and bridge standards and of the processes of public involvement.


  • Demonstrated ability to analyze information, to provide leadership, negotiate, and or mediate.


  • Ability to communicate effectively orally and in writing with internal and external customers and maintain effective working relationships.


  • Skill in the use of computers and web-based applications.


  • Valid Driver’s license.



Additional Considerations



  • A combination of training, experience, or education in Business Administration, Real Estate, or related field desired.

  • Management skills.

  • Project management experience.

  • Experience in a wide range of experience in Right of Way and Utilities activities.

VDOT is an emergency operation agency. As such, this job is essential to emergency response operations and expected to work in these situations, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.
