Job Duties
The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Traffic Operations Manager Senior at the Hampton Roads Traffic Management Center. As the Traffic Operations Manager Senior, you will Provide leadership, direction and management for assigned operational programs and staff. Ensure all operations are conducted in compliance with established policies, procedures, laws and regulations. Develop and administer budgets and strategic plans, and monitor to achieve organizational objectives.
Collaborative Problem Solving
Apply thorough understanding of transportation issues, sound public policy and business expertise to resolve complex transportation issues and problems which cut across multiple areas. Identify and work through potential issues that may hamper or impair success of
established transportation programs or projects and studies under development. Exercise flexibility, initiative, innovation and collaborative influence to resolve transportation issues while
considering all aspects of the project and customer perspectives.
Policies and Procedures
Develop and implement procedures, processes and best practices.
Recommend new initiatives to improve operations.
Traffic and SSP Operations
Lead, plan and direct activities of TOC facility; manage VDOT and contract personnel and activities; coordinate with project engineers, traffic engineers and other staff to facilitate congestion and incident management and improve overall transportation network efficiency; coordinate traffic operation requirements for the express lane network; oversee performance of the advanced traffic management system (ATMS) software; participate in the development and execution of emergency plans; lead TOC and SSP operations during severe weather and emergency operations; oversee the TOC maintenance manager activities to identify, analyze and resolve intelligent transportation systems (ITS) device and system malfunctions that affect TOC operations; coordinate with staff members to resolve customer service center inquires, as necessary.
Budget Development
Develop, maintain and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.
Coordination and Communication
Engage in management level interaction and coordination with public safety, law enforcement, transportation and emergency management representatives at the local, state, regional and federal levels to ensure that incident and emergency management goals are achieved; oversee the coordination of special events as it relates to the provision of resources, operational assistance and traffic management activities during planned special events; compile
and oversee the compilation of performance measures and applicable reports regarding Operations Center activities.
Financial and Contract Management
Develop and maintain the TOC budget and review expenditures; manage the contract through which the services of TOC controllers and SSP patrollers are obtained.
Strategic Planning
Develop, implement and manage strategic plans for assigned program areas. Establish operational objectives related to performance metrics. Assess operational performance and initiate correction action as needed.
Technical Guidance
Provide technical guidance and direction on programs to a wide variety of stakeholders internal and external to VDOT. Resolve issues by applying knowledge of policies, procedures, standards
and principles. Respond to customer requests for service. In coordination with stakeholders facilitate creative solutions to complex issues.
Teamwork and Representation
Represent VDOT on internal and external committees, taskforces, or other meetings. Present a positive image in representing VDOT's position in assigned areas.
Communication
Build and maintain strong partnerships with a variety of stakeholders internal and external to VDOT. Communicate with stakeholders to provide appropriate information and receive feedback on program operations or business goals. Investigate and respond to concerns
from VDOT internal and external customers.
Program Management
Oversee and direct operations for assigned operational program areas. Develop best practices and ensure programs are operating consistently and effectively across the organization, and in
alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.
Manage Resources and Business Functions
Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and
sound business practices to meet business goals.
Minimum Qualifications
• Valid driver's license.
• Working knowledge of transportation engineering, system engineering, and business
management.
• Analytical problem solving experience applicable to a comprehensive operations
environment and programs implementation.
• Working knowledge of complex computer, communications networks, and intelligent
transportation systems.
• Ability to effectively communicate technical information orally and in writing.
• Experience in project, program management to include budget, contract negotiation,
contract management, and personnel management.
• Ability to plan, coordinate, prioritize multiple assignments and competing priorities.
• Leadership, managerial and human resources management experience.
• Ability to establish and maintain effective working relationships.
• Computer experience using Windows, MS Office at proficiency level.
Additional Considerations
• Knowledge of traffic operations, transportation applications and strategies for effective
operations of TOC and SSP to include incident and special event management.
• Broad experience directing emergency plans, mobilizing incident teams and coordinating
with state and local police, fire and rescue.
• Experience in managing or supervising a 24 hour emergency operations.
• Training in transportation operations related courses.
• A combination of training, experience, or education in Engineering, Business Administration
or related field desired.
