Job Duties
The Virginia Department of Transportation’s (VDOT) Local Assistance Division (LAD) provides oversight and guidance to localities administering transportation projects. In addition, LAD oversees special funding programs, which include Transportation Alternatives, Revenue Sharing, and Urban Maintenance and Construction. LAD is seeking a Transportation Program Coordinator to assist in the management and administration of federal funding programs, including Transportation Alternatives (including Safe Routes to School), Federal Lands Access, ARC Local Access Roads, and Scenic Byways.
Duties will include but are not limited to:
Federal Funding Program Implementation:
Participate in Transportation Alternatives Program project selection process, including developing and testing application questions and reviewing submitted applications for funding. Score projects based on established criteria. Prepare reports on program statistics. Monitor projects against established policy, regulation, and code to ensure compliance; conduct performance management as required. Develop and update program guidance, manuals, and website information. Prepare materials for CTB coordination. Establish and maintain programmatic funding agreements for active projects.
Guidance:
Provide technical assistance and guidance to VDOT District staff who administer Transportation Alternatives (including Safe Routes to School), Federal Lands Access, ARC Local Access Roads, and Scenic Byways projects. Provide oversight and training, guidance on eligibility issues.
Technical Assistance:
Provide technical assistance and guidance to local governments, state and federal agencies, and other eligible applicant types to develop recommendations to alleviate a safety or accessibility need, and develop potential project ideas toward future funding applications.
External Coordination and Collaboration:
Schedule and lead workshops, seminars, and presentations, as directed. Represent VDOT at meetings with local governments, FHWA, VDOT staff, and representatives of other organizations, as directed.
Minimum Qualifications
• Knowledge of state and federal funding requirements for transportation projects.
• Ability to gather and analyze data and prepare technical reports.
• Ability to follow written and oral instructions.
• Ability to establish priorities and perform multiple complex tasks.
• Skill in the use of computers, software applications, and reporting tools.
• Ability to plan and conduct training, presentations, and meetings.
• Knowledge of VDOT programs, policies, and activities.
• Ability to provide technical assistance, oversight, and training related to federal transportation programs, including eligibility issues and project development.
• Ability to communicate effectively orally and in writing with diverse audiences, varying levels of management, FHWA, local government, and the public.
• Skill in problem-solving and decision making.
• Ability to analyze, research and interpret data.
• Ability to organize, design, analyze, and implement policies, procedures and programs.
Additional Considerations
• A combination of training, experience or education in Public Administration, Planning, Engineering or related field is desired.
• Knowledge of project lifecycle, phases, and milestones.
• Experience with transportation funding application processes.
• Knowledge of VDOT project development and delivery.
• Understanding of the Six Year Improvement Program (SYIP).
• Knowledge of GIS tools and spatial analysis techniques.
• Knowledge of Power BI, Power Apps/Power Automate, and related software.
• Knowledge of urban planning principles and techniques or engineering.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
